Leach Mounce Architects (LMA) developed the needs assessment, space program, concept plans, site plans and analysis for eight sites. LMA recently completed construction administration for this LEED Registered Silver facility consisting of a 44,000 sf main building and 105 car - 45,000 sf subterranean parking garage. The project is a case study for energy savings published by Pacific Gas and Electric Company. LMA overcame difficult problems posed by the tight site, high water table and extensive sub-grade utilities to achieve a solution with outstanding indoor/outdoor relationships by secure patios, balconies and a daylighted atrium. The building includes a communications center planned for regional expansion, holding facility, indoor shooting range and City EOC/Community Room. The facility is designed and constructed to FEMA near fault seismic standards which are seven times typical essential services requirements. Construction and equipment cost is $50,000,000. Occupancy was in June 2009.
