Leach Mounce completed the Needs Assessment in 2004 and preliminary phased master plan in 2005 for a 25 year phased expansion plan growing from a current need of 220,000 sf to 309,000 sf in 25 years. The project includes a helistop on the roof of the evidence warehouse, a cafeteria, police museum, community room, Afro American museum from the local neighborhood and a future 10 lane shooting range and 840 car 291,600 sf parking structure.

This headquarters facility is master planned to accommodate a staff forecast at 817 FTE plus 14 from other agencies and 127 volunteers by 2030. Orlando’s Police service population is projected to grow from 340,000 to 494,000 by 2030. The total police department is forecast to grow from a current staff of 1,001 to 1,400 by 2030.
