By opening the Clearfield civic center site to State Street and coordinating the master plan with adjacent retail development, a strong core can define “downtown”. The master plan allows phasing in a new City Hall in the future or as part of the initial construction. Phase 1, the Justice Center - a new Police, Courts and Emergency Services Facility, is the first step to a more attractive and accessible civic center. Clearfield’s 20 year growth is projected to be 35%. The Justice Center and City Hall plan allows for growth to the 20 year needs. Phase 2 is the construction of a new City Hall and Parks addition to Justice Center. Alternately, City Hall can be expanded into the spaces vacated by Police and the courts in the present building. This would be an interim solution to City Hall needs. The existing City Hall could also be reused as leasable office space.

The Needs Assessment by Leach Mounce establishes space projections, design guidelines, functional adjacencies and budgeting for the project phases. It also provides a prisoner management plan, parking analysis and Wasatch fault seismic strategy.
