Between August 1999 and November 2000 Leach Mounce Architects and its Engineering Team conducted a needs assessment & facility deficiencies study for the Los Angeles County Board of Supervisors Hearing Room. All stakeholders including the Board and its staff, County staff, the public and members of the press were interviewed to obtain input for determining the needs and challenges in renovating the existing Board Hearing Room. Three concepts were developed and their advantages, disadvantages and costs discussed with the stakeholder groups. All concepts addressed the acoustics, lighting, audio/visual & computerized presentation, technology, security, aesthetics, circulation, accessibility, functionality, phasing and flexibility of the facility.
Cost estimates ranged from $2.9 million to $4.2 million depending on the level of construction contract acceleration attempted. The project is awaiting resolution of other County Building Issues before it can proceed.
